If you are EU resident, you can buy without VAT when it’s a new car (younger than 6 months from first registration and less than 6000 km)

You will have to pay VAT where you register the car. VAT is due on the total price of the vehicle, i.e. including all additional equipment and ancillary costs such as delivery costs.

If you buy a used car, you do not have to pay VAT in Germany but the seller is not required to sell the car net to you. He might charge VAT. However, you must register the vehicle in the country where you are permanently resident and also pay registration fees and road taxes there.

If you have paid VAT twice  – in Germany and in the country of registration – you are entitled to a refund. You must first apply for this from the seller or – as a second step – from the tax authorities in Germany. That is very time consuming.
